Colonial Office to Foreign Office.--(Received September 7.)

Downing Street, September 5, 1908.

I AM directed by the Earl of Crewe to acknowledge the receipt of your letter of the 22nd ultimo, on the subject of the proposed representation of Canada on the forthcoming Opium Commission.

2. In reply, I am to request you to inform Secretary Sir E. Grey that Lord Crewe considers that it would be of advantage if the Dominion could be represented on the Commission, and that he proposes, if Sir E. Grey sees no objection, to ask the Governor-General to ascertain from his Ministers whether they would wish to send a Representative at the expense of the Government of Canada.

3. Lord Crewe also considers that it would be well to invite the Government of the Commonwealth of Australia to send a Representative, if they desire to do so.
